WEBER COUNTY COMMISSION MEETING
Tuesday, February 26, 2002 - 2:00 p.m.
Commission Chambers, Weber Center, Ogden, Utah

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Commissioners Present: Chair Glen H. Burton, Commissioner Camille T. Cain and Commissioner Kenneth A. Bischoff.

Others Present: David C. Wilson, Deputy County Attorney, Alan McEwan, Comptroller. Fátima Blackford, Administrative Assistant, Clerk/Auditor's Office, took minutes.

1. Purchase Orders in the amount of $209,866.94.
2. Warrants #159329 - #159657 in the amount of $1,173,527.73.
3. Minutes of meeting held on February 19, 2002.
4. Request by Fleet Management to surplus vehicles.

• Commissioner Cain moved to approve the consent items; Commissioner Bischoff seconded, all voting aye.

F. Action Items

1. Request for Refund of Taxes/Age Based Fee Collected in Prior Year on Motor Vehicles:
a. Young Chevrolet, $150, Military Exemption; b. Young Chevrolet, $150, Military Exemption; c. Young Chevrolet, $150, Military Exemption; d. Maurice Hauas, $11, Paid Twice

This item was handled last week.

2. Service Level Agreement with E-Utah for Electronic Transaction and Access to Weber County Contract C2002-24
This is an amendment to Contract C2001-48 (to allow for credit card transactions of certified copies of marriage licenses over the Internet). Leonard Call, Information Technology Director, stated that section 14 had been requested to be added to the contract. Mr. Call explained that this section allows Weber County to access all State information on the E-Utah network free of charge.

• Commissioner Bischoff moved to approve Contract C2002-24 between Weber County and E-Utah for electronic transaction and access to Weber County; Commissioner Cain seconded, all voting aye.

3.I. Request for Board of Equalization to Hear Late Appeal Applications:

Margarit Nersisian, Clerk/Auditor's Office, gave her recommendations on the two requests above.

• Commissioner Bischoff moved to accept Margarit Nersisian's recommendations; Commissioner Cain seconded, all voting aye.

II. Tax Relief for Prior Years
a. Marie Gabaldon, 14-025-0020

Margarit Nersisian, Clerk/Auditor's Office, recommended denial of this request for tax relief for prior years. She explained that the taxpayer had delinquent property taxes on this parcel from 1997 through 2000. Ms. Gabaldon had been granted tax relief for 2001 and she was now requesting relief for her prior years taxes. The Tax Review Committee recommended denial based upon UCA
