MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY

Tuesday, February 1, 2005 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah

Each Commission meeting is recorded on CD or audio tape, which is available to the public through the County Clerk's Office.
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance "in brief" of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.

Commissioners Present: Craig L. Dearden, Vice Chair, and Camille T. Cain. Kenneth A. Bischoff was excused.

Others Present: Linda G. Lunceford, Clerk/Auditor; David C. Wilson, Deputy County Attorney; and Fátima Blackford, Clerk/Auditor's Office, who took minutes.

A. Welcome by Commissioner Dearden

D. Consent Items:
1. Purchase Orders in the amount of $135,988.15
2. Warrants #197810 - #198081 in the amount of $1,161,422.62
3. Minutes for the regular Commission Meeting held January 25, 2005
Commissioner Cain moved to approve the consent items; Commissioner Dearden seconded, both voting aye.

E. Action Items:

1. Amendment to the Community Development Block Grant Contract for the ADA Improvements Project - Contract C2005-9

Dennis Richardson, County Engineering, stated that this amendment was to extend the project for six months to allow construction of wheelchair viewing stands at the Weber County Fairgrounds race track. The original scope of work included restroom modifications for the Weber County Shops and construction of the ADA viewing stands at an estimated $17,000. Bids were requested for the viewing stands and only one bid was received in the amount of $31,040. This scope of work change will direct funds to the viewing stands that was initially targeted for restroom modifications. Restroom modifications will be eliminated from the original scope of work.
Commissioner Cain moved to approve Contract C2005-9, Amendment to the Community Development Block Grant Contract for the ADA viewing stands at the Fairgrounds race track; Commissioner Dearden seconded, both voting aye.

 

2. Contract by/between Weber County and the State of Utah Division of Parks and Recreation for Off-Highway Public Safety at Monte Cristo Snowmobile Complex - Contract C2005-10

Weber County Sheriff Brad Slater presented this Memorandum of Understanding which sets forth the respective responsibilities of the State and the Sheriff's Office at the Monte Cristo Snowmobile Complex. The Sheriff's responsibilities include organizing a command structure for Search and Rescue activities. The term is from November 15, 2004 through April 30, 2009.
Commissioner Cain moved to approve Contract C2005-10, Memorandum of Understanding by and between Weber County and the State of Utah Division of Parks and Recreation for Off-Highway Public Safety at Monte Cristo Snowmobile Complex; Commissioner Dearden seconded, all voting aye.

 

3. Resolution naming Commissioner Kenneth A. Bischoff as the Weber County Representative to the Governing Board of the Utah Counties Insurance Pool - Resolution 6-2005

Commissioner Cain moved to adopt Resolution 6-2005 appointing Commissioner Kenneth A. Bischoff as the Weber County representative to the Governing Board of the Utah Counties Insurance Pool; Commissioner Dearden seconded.

4. Contract by/between Weber County & Weber Human Services to provide maintenance services to Weber Human Services Buildings - Resolution 7-2005,Contract C2005-11

Gary Laird, County Operations Department Director, presented this contract renewal for Weber County to provide maintenance services for the Human Services buildings. The contract is effective 1/1/2005 through 12/31/2005 in the amount of $166,176.00.
Commissioner Cain moved to adopt Resolution 7-2005 approving Contract C2005-11 by and between Weber County and Weber Human Services to provide maintenance services to the Weber Human Services buildings; Commissioner Dearden seconded.
