MINUTES OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Thursday, July 19, 2007 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah

In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk
records in the minutes the names of all citizens who appear and speak at a County Commission meeting
and the substance “in brief” of their comments. Such statements may include opinion or purported facts.
The County does not verify the accuracy or truth of any statement but includes it as part of the record
pursuant to state law.

Commissioners Present: Kenneth A. Bischoff, Jan M. Zogmaister, and Craig L. Dearden.

Others Present: Alan D. McEwan, Clerk/Auditor; David C. Wilson, Deputy County Attorney; Fátima
Fernelius, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $220,213.45
2. Ratification of Warrants #227465 - #227748 in the amount of $2,065,496.20
3. Minutes for the meeting held on July 10, 2007
4. Set date of August 7, 2007, 6 p.m., to hear ZP 06-07 to create a Manufacturing MV-2 Zone
5. Set date of August 7, 2007, 6 p.m., to hear ZP 05-07 to add cement batch plants as conditional use
to the Manufacturing MV-1 Zone
Commissioner Dearden moved to approve the consent items as presented; Commissioner
Zogmaister seconded, all voting aye.


E. Action Items:

1. Retirement Agreement by/between Weber County and the following employee:
Lynette L. Satterfield - Contract C2007-191
Clair Beesley
Kirt E. Barrows
Donny Archuleta
Teri Latimer Jeffery J. Drury
Gordon S. Flinders
David Scott Croft
Russell C. Hansen
Brad Dee, Human Resources Department Director, addressed the Retirement Incentive Agreement
for Lynette Satterfield; the other contracts will be handled at a later date. Mr. Dee referred to the
county’s Retirement Window Policy whereby employees can retire when department heads can
realize a savings to the county for that retirement. Ms. Satterfield did not meet all the criteria and
had waived her rights to the medical and dental insurance for that period, which produced a
substantial savings.
Commissioner Zogmaister moved to approve C2007-191, Retirement Incentive Agreement
by/between Weber County and Lynette L. Satterfield; Commissioner Dearden seconded, all voting
aye.

 

2. Discussion/Action on Utah Division of Wildlife Resources land acquisition from
Weber Pathways

Pam Kramer, Utah Division of Wildlife Resources, stated that all State projects had to go through
the Resource Development Coordinating Committee as well as locally-affected agencies.

Wildlife Resources planned to purchase 7.44 acres of land from Weber Pathways to add to the
Centennial Trail system. This parcel is adjacent to existing Wildlife Resources’ property on the
Weber River. Jeff Ellis, Weber Pathways, stated that, as Ms. Kramer had explained, this was a way
for Pathways to recoup some of the money spent to purchase this parcel. Pathways will retain a
trail easement.
Commissioner Dearden moved to support the Utah Division of Wildlife Resources’ land
acquisition from Weber Pathways; Commissioner Zogmaister seconded, all voting aye.

3. Financial guarantee of $47,468.30 for landscaping improvements at the Wolf
Creek Welcome Center located at approximately 3618 N. Wolf Creek Drive

Sean Wilkinson, County Planning Department, presented this financial guarantee. The building
is near completion and the county will retain 10% of the funds for one year from completion of the
landscaping as warranty for the improvements.
Commissioner Zogmaister moved to grant approval of the $47,468.30 financial guarantee for
landscaping improvements at the Wolf Creek Welcome Center located at approximately 3618 N.
Wolf Creek Drive; Commissioner Dearden seconded, all voting aye.

 

4. Approval of the Harms Subdivision located at approximately 3940 South 3175 West

Jim Gentry, County Planning Department Director, stated that this was a 2-lot subdivision north
of Plain City and it was not within walking distance of any school. The Planning Commission had
unanimously recommended approval. The petitioner stated that this property had been illegally
subdivided but all processes had now been completed so that it could be legally subdivided.
Commissioner Dearden moved to approve the Harms Subdivision located at approximately 3940
South 3175 West with a deferral of curb, gutter and sidewalk; Commissioner Zogmaister seconded,
all voting aye.


5. Resolution appointing the initial members to the Weber County Suggestion
Awards Committee - Resolution 40-2007

Commissioner Dearden stated that about one year ago the Weber County Employee Suggestion
Awards Program had been adopted and it required a board to review suggestions. He had
contacted the supervisors of the five committee members regarding them serving and it had met
with their approval.
Commissioner Dearden moved to adopt Resolution 40-2007 appointing the following to the Weber
County Suggestion Awards Committee: NaDene Allen and Becky Froerer to serve 2-year terms
expiring 6/30/2009; and Mindy Fuller, Kathy Seidner and Lindsey Garr to serve 4-year terms
expiring 6/30/2011; Commissioner Zogmaister seconded.
