MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, January 6, 2009 - 10:00 a.m.
Commission Chambers, Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. D. Consent Items:
1. Purchase orders in the amount of $1,398,663.08
2. Warrants #245790-245925 in the amount of $582,079.77
3. Minutes for the meeting held on December 23, 2008
4. New Beer Licenses
5. New Business Licenses
6. Surplus vehicles from Weber County Sheriff’s Office and Department of Operations
7. Set public hearing for January 27, 2009, 10:00 a.m., on proposed amendments to Chapter 36, Design Review, of the Weber County Zoning Ordinance
8. Set public hearing for January 27, 2009, 10:00 a.m., to consider amendments to Chapter 28 Non-conforming Buildings, Uses and Parcels
9. Acceptance of a financial guarantee in the amount of $8,000 for the future removal of a temporary trailer at Powder Mountain
Commissioner Bischoff moved to approve the consent items; Commissioner Dearden seconded, all voting aye.

E. Action Items:

2. Reappoint Commissioner Dearden to the Board of Trustees of Weber County Mosquito Abatement District

Chair Zogmaister stated that Commissioner Dearden’s term representing the county at large on this Board had expired on 12/31/2008 and said Board requested his reappointment.
Chair Zogmaister moved to reappoint Commissioner Dearden to the Board of Trustees of Weber County Mosquito Abatement District; Commissioner Bischoff seconded, all voting aye.

3. Resolution of the Board of County Commissioners of the Weber County making a tentative appointment to the Board of Weber Human Services - Resolution 1-2009

Chair Zogmaister stated that this was a tentative appointment of Adam Hall–it would now be forwarded to the Morgan County Council for approval.
Commissioner Dearden moved to adopt Resolution 1-2009 making a tentative appointment of Adam Hall to the Board of Weber Human Services for a 3-year term beginning January 1, 2009 through December 31, 2011; Commissioner Bischoff seconded.

4. Resolution of the Board of County Commissioners appointing members to the Weber County Golden Spike Advisory Board - Resolution 2-2009

Jennifer Graham, County Recreation Facilities Director, presented this Board’s recommendations.
Commissioner Bischoff moved to adopt Resolution 2-2009 appointing the following to the Weber County Golden Spike Advisory Board: Britt Zumwalt, term expiring 12/31/2011; Bill Salerno term expiring 12/31/2010; and Dave Combe, Karen Hill and Tom Close with terms expiring 12/31/2012; Commissioner Dearden seconded.

5. Appoint Reed Richards and Nate Pierce to the Animal Control Shelter Expansion Review Committee

David Wilson, Deputy County Attorney, noted that the Commission approved an interlocal agreement with Roy City and Ogden City on 12/2/2008 to determine whether to expand the county’s Animal Shelter. That agreement called for two committees. The purpose of the Review Committee is to recommend to the Commission an architect who will do a construction estimate to expand the county’s shelter and each of the three entities will evaluate whether to proceed further. If they proceed further, a formal committee would be organized to move forward with the expansion.
Commissioner Dearden moved to appoint Reed Richards and Nate Pierce to the Animal Control Shelter Expansion Review Committee; Commissioner Bischoff seconded, all voting aye.

1. Appointment of Commission Chair and Vice Chair for 2009
Commissioner Zogmaister moved to appoint Commissioner Craig Dearden as Chair and Commissioner Ken Bischoff as Vice Chair for 2009; Commissioner Bischoff seconded, all voting aye.
