MINUTES OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, June 23, 2009 - 10:00 a.m.
Weber Center, Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to state law.Commissioners Present: Craig L. Dearden, Chair, and Kenneth A. Bischoff. Jan M. Zogmaister was excused.

Others Present: Alan D. McEwan, Clerk/Auditor; David C. Wilson, Deputy County Attorney; Fátima Fernelius, Clerk/Auditor’s Office, took minutes.

D. Consent Items:
1. Purchase Orders in the amount of $65,694.35
2. Warrants #251260 -#251454 in the amount of $1,651,117.25
3. Minutes for the meetings held on June 16 and 18, 2009
4. New business licenses
5. Surplus a 1989 GMC Pickup and a 1982 Ford F250 from the Weber County Transfer Station
6. Approval of Tax Review Committee decision on Account #54757, Albion Manufacturing Technologies
7. ACH payment to US Bank in the amount of $57,213.92 for purchasing card transactions made through the billing cycle ending June 15, 2009
Commissioner Bischoff moved to approve the consent items; Chair Dearden seconded, both voting aye.

E. Action Items:

1. Contract with Fast Track Entertainment to have the Kids Pedal Tractor Pulls at the 2009 Weber County Fair - Contract C2009-124

Jan Wilson, Weber County Fair, presented this contract in the amount of $3,400.
Commissioner Bischoff moved to approve Contract C2009-124 with Fast Track Entertainment to have the Kids Pedal Tractor Pulls at the 2009 Weber County Fair; Chair Dearden seconded, both voting aye.

2. Contract with Top Bird, Inc./Clint Carvalho, to have the Extreme Parrot Show at the 2009 Weber County Fair - Contract C2009-125

Jan Wilson, Weber County Fair, stated that legal counsel had made changes to the contract from Top Bird and the county will send it back for Top Bird’s approval. The contract amount is $5,000.
Commissioner Bischoff moved to approve Contract C2009-125 with Top Bird, Inc./Clint Carvalho, to have the Extreme Parrot Show at the 2009 Weber County Fair; Chair Dearden seconded, both voting aye.

 3. Discussion on final reading of proposed fee additions at Weber County Animal Control Services for kennel licensing and euthanasia

This item was held because it was not in ordinance form.

F. Assign Pledge of Allegiance & Thought of the Day for Tuesday, June 30, 2009, 10 a.m.

G. Request to close the meeting to discuss strategy relating to pending litigation
Commissioner Bischoff moved to close the meeting to discuss strategy relating to pending litigation; Chair Dearden seconded.
