MINUTES
OF THE BOARD OF COMMISSIONERS OF WEBER COUNTY
Tuesday, September 28, 2010 - 10:00 a.m.
Commission Chambers, 2380 Washington Blvd., Ogden, Utah
In accordance with the requirements of Utah Code Annotated Section 52-4-7(1)(d), the County Clerk records in the minutes the names of all citizens who appear and speak at a County Commission meeting and the substance “in brief” of their comments. Such statements may include opinion or purported facts. The County does not verify the accuracy or truth of any statement but includes it as part of the record pursuant to State law.Commissioners: Kenneth A. Bischoff, Chair, Jan M. Zogmaister and Craig L. Dearden.

Others Present: David C. Wilson, Deputy County Attorney; Roger Brunker, Clerk/Auditor’s Office; Fátima Fernelius, of the Clerk/Auditor’s Office, took minutes.

Velma Saunders expressed thanks stating that there really were no words to express what the honor meant to her.

E. Consent Items:
1. Purchase Orders in the amount of $469,976.34
2. Warrants #266353-266705 in the amount of $3,292,231.23
3. Minutes for the meeting held on September 21, 2010
4. New business licenses
5. Contract with Wasatch Integrated Management District authorizing Weber County to receive construction and demolition waste - This item was moved to the Actions Items below.
Commissioner Dearden moved to approve the consent items; Commissioner Zogmaister seconded, all voting aye.


F. Action Items:

Contract with Wasatch Integrated Management District authorizing Weber County to receive construction and demolition waste - Contract C2010-192

See E.5 above. David Wilson, Deputy County Attorney, noted that this contract had been approved previously. The county approved it the first time without submitting it to the State. Subsequently, the county received the State’s comments and incorporated those into the contract and sent it back to the State. The State sent it back with additional comments, which the county approved. The State has asked for a few more changes which have been included in this contract, including that any amendment must be approved and the Executive Secretary must be notified if the agreement is terminated.
Commissioner Zogmaister moved to approve Contract C2010-192 with Wasatch Integrated Management District authorizing Weber County to receive construction and demolition waste; Commissioner Dearden seconded, all voting aye.

 

1. Resolution of the County Commission of Weber County appointing members to the Recreation Arts Museums and Parks Committees - Resolution 26-2010

Candadai Seshachari, RAMP Advisory Board Chair, stated that there were eight vacancies and the nominating committee recommended appointing Jeanne Hall, Sara Toliver, Robert Coleman, Kathy Peterson Robert Stillwell, Helene Liebman, Willard Maughan and George Hall. Additionally it is recommended that Stephanie Christiansen chair the Parks & Recreation Committee, Morris Sterrett chair the Arts & Museum Committee and David Holmstrom be appointed as the new RAMP Advisory Board chair and Margaret Naisbitt as co-chair.
Commissioner Dearden moved to adopt Resolution 26-2010 appointing Jeanne Hall, Robert Coleman, Robert Stillwell and Sara Toliver to serve on the RAMP Arts & Museums Committee; Kathy Peterson, Helene Liebman, Willard Maughan and George Hall to serve on the Recreation and Parks Committee; and appointing the chairs of the committees as listed, all with terms effective 10/1/2010 and expiring 9/30/2010; Commissioner Zogmaister seconded.

Commissioner Zogmaister moved to approve Contract C2010-193 with Crystal Creations Rock Your World for a rock show being held at the Golden Spike Event Center 10/29-31/2010; Commissioner Dearden seconded, all voting aye.

 

3. Contract with Stirrin Dirt LLC for Halloween Havoc Demolition Derby at the Golden Spike Event Center on October 2, 2010 - Contract C2010-194

Commissioner Dearden moved to approve Contract C2010-194 with Stirrin Dirt LLC for Halloween Havoc Demolition Derby at the Golden Spike Event Center 10/2/2010; Commissioner Zogmaister seconded, all voting aye.

 

4. Contract with Beck Hougaard for the Hometown Cowboy Christmas to be held at the Golden Spike Event Center November 23-28, 2010 - Contract C2010-195

Commissioner Zogmaister moved to approve Contract C2010-195 with Beck Hougaard for the Hometown Cowboy Christmas to be held at the Golden Spike Event Center 11/23-28/2010; Commissioner Dearden seconded, all voting aye.

5. Contract with Ogden Publishing Corp. for the Standard Examiner Fall Home Show and Living Green Event to be held at the Golden Spike Event Center October 23-25, 2010 - Contract C2010-196

Commissioner Zogmaister moved to approve Contract C2010-196 with Ogden Publishing Corp. for the Standard Examiner Fall Home Show and Living Green Event to be held at the Golden Spike Event Center 10/23-25/2010; Commissioner Dearden seconded, all voting aye.

 

6. Contract with Acorn Productions for an Antique Show to be held at the Golden Spike Event Center on November 6-7, 2010 - Contract C2010-197

Jim Harvey, GSEC, presented this contract.
Commissioner Dearden moved to approve Contract C2010-197 with Acorn Productions for an antique show to be held at the Golden Spike Event Center 11/6-7/2010; Commissioner Zogmaister seconded, all voting aye.

 

7. Ratify a contract with Los Reyes De Las Pistas for a Hispanic match race held at the Golden Spike Event Center on August 22, 2010 - Contract C2010-198

Jim Harvey, GSEC, noted that an open-ended contract, as suggested by the Commission when he last presented these types of contracts, was not available. He had tried but had been unsuccessful.
Commissioner Zogmaister moved to approve the ratification of Contract C2010-198 with Los Reyes De Las Pistas for a Hispanic match race held at the Golden Spike Event Center on 8/22/2010; Commissioner Dearden seconded, all voting aye.
