Design Standards

Weber County design standards for all public infrastructure installation, improvements and repairs in unincorporated Weber County areas, excluding all utilities or infrastructure not serviced or maintained by Weber County. Please note: You may visit the Building Inspection site for building design criteria.

Public Works Standards and Specifications Manual (18 MB) which is Published by Weber County Engineering Department. This manual is currently used in addition to the APWA 2012 Manual of Standard Plans and Manual of Standard Specifications until the APWA Plans and Specs are adopted with an updated County amendment.

Storm Water Runoff Design

Condition Requirement
Small watersheds of 30 acres or less Rational Method
Small or large watersheds SCS Curve number method and SCS Unit Hydrograph method (1)

  • 1. Or as approved by the county engineer
  • 2. Precipitation estimates may be found on the NOAA website. You may also want to visit the USGS Site for a very useful tool.

Note: The rainfall intensity varies greatly within the county, so multiple durations will be required to be checked. Check the 1, 3, 6, 12, and 24 hour intensities and use the most restrictive result.

Road Section


  • Asphalt thickness shall not be less than 3 inches.
  • A minimum of 8” of 4” minus sub-base and 6” road-base.
  • Compaction test will be required for the base and sub-base.

Rural Footnotes:

  • 1. Minor street permitted upon special permission by the county planning commission. Where sidewalk is necessary, must have 60' R.O.W.
  • 2. County engineer shall provide pavement design on arterial streets - width may vary per county engineer.
  • 3. This width may be used at the direction of the county engineer when full width asphalt paving is not necessary.

  • 2. On arterial streets the county engineer will provide a pavement design. Location of sidewalk and curb & gutter may vary on individual arterial streets per direction of the county engineer.

Plan and Drawing Review and Standards


Prior to submitting any plans for development, contact should be made with the Weber County Planning Department to ensure all planning requirements are met and that the plan review process is as speedy and smooth as possible.

Generally, all development plans are submitted directly to the Planning Department. The Planning Department in turn distributes copies of these plans to the Surveying, Engineering, Health departments, and the Fire Marshal for review. Comments from review are submitted to the Planning Director or, in most cases, the applicable Planning Commission.

The checklist is based on adopted Weber County Standards and Ordinances and should not be considered all inclusive.
